Point of Order
At 15.07, Heledd Fychan raised a Point of Order to request that the guidance for virtual and hybrid committee proceedings be reviewed, following the Deputy Minister for Arts and Sport, and Chief Whip electing to give evidence to the Culture, Communications, Welsh Language, Sport, and International Relations Committee virtually rather than in-person that morning, despite being on the Senedd Estate and the Committee having requested her attendance in person.
Responding to the issues raised, the Deputy Minister provided an explanation of her decision to participate virtually in the session, on the basis the her supporting officials were also attending remotely.
The Llywydd indicated that she would ask the Chairs’ Forum to reflect on the current guidance in light of the experiences of all committees with regards to Ministers and Members attending Committees in-person or virtually.

5 Debate on the Climate Change, Environment, and Infrastructure Committee report - The future of bus and rail in Wales

Notes the Climate Change, Environment and Infrastructure Committee report, ‘The future of bus and rail in Wales’, laid on 6 October 2022.
The response of the Welsh Government to the report was laid in the Table Office on 11 January 2023.

6 Welsh Conservatives Debate - Offshore renewable energy

To propose that the Senedd:
1. Believes that utilising Welsh coastal waters will help to deliver a revolution in green, renewable energy.
2. Notes that an estimated 10,000 green jobs and wider benefits can be created.
3. Calls on the Welsh Government to support the development of offshore renewable energies in Wales, ensuring the delivery of a sufficiently skilled workforce and enhanced manufacturing capacity.
